These Reports have been sent to us in a batch of 22 others covering the whole range I the Administration by Brig. MacDougall (eg Civil Affairs Officer) under a covering letter registered at 1 on 54144/45/3. The Report at 1 is by Colonel Strickland (in charge or the Legal Branch) and covers two attached Reports by Mr. Wickerson "Controller or godowns" and a memorandum of
agreements relative to Japanese Surrender at Hong Kong.
In paragraphs 9, 10 and 11 or the covering Report Colonel Strickland asks for information re H.M.G.'s policy with regard to enemy property and its ultimate destination. I attach our file containing the draft Custodian and Enemy Property Proclamations. The only copy I have seen of the actual Proclmations which are dated 16th September are in the first issue of the Hong Kong (B.M.A.) Gazette now circulating on 5414/43/3/4.
