The Proclamation is required in order to
assist in the establishment of Law and Order.
It was agreed with the War Office and
Colonial Office in Lendon and has already been
explained in conference (en 11th September, 1945)
to the Command er-in-Chief who agreed to its
promulgati on.
It new formally requires his app rov al
and signature.
I certify that it is a necessary
asure to enact in the Colony.
