Power to require attendance of rate- powers in general

within fifteen days after the expiration of the
quarter in respect of any part of which a refund
is claimed lodged at the Colonial Treasury an
application for such refund in Form No.2 in the
Schedule to this Proclamation;
(a) the Rating Authority shall be satisfied, by
inspection or otherwise, that the tenement or such
floor or floors thereof, as the case may be,
and
remained unoccupied during the month or months in
respect whereof claim is made.
(2) So long as such tenement or floor or floors
thereof, as the case may be, remains continuously
unoccupied no further notice shall be required,
but after any re-occupation notice of any
subsequent vacancy will again be required.

(3) On every determination as to whether a refund
of rates should be made, or as to the amount
thereof or as to the proportion to be refunded in
respect of any floor or floors, the decision of
the Rating Authority shall be final and
conclusive.
19.
Notwithstanding anything in this Proclamation,
it shall be lawful for the Deputy Chief Civil
Affairs Officer to order a refund of rates to be
made in any case in which he may think fit to do
SO.
20.
Notwithstanding anything in this Proclamation,
the Rating Authority may, by notification
published in the Gazette, require all or any of the
owners or occupiers of tenements or of the
tenement in any district, area or village, to
attend at such times and places as may be stated
in the said notification and to produce all or any

of the documents which a person tendering Payment
of rates may be required to produce under the
provisions of section 5 of this Proclamation, and
