This report by the D. M.S., Hong Kong,

Dr. Selwyn Clarke, together with the reports by the A.D.M.S., Dr. Valentine, who was Chief Medical Officer in Stanley Internment Camp and Miss Watson, Almoner of the Medical Department and Deputy Chairman of the International Welfare Committee in the Camp, is of very considerable value. It is different in character from a previous report by Dr. Selwyn Clarke which is registered at (5) on the 1945 file attached herewith. The latter is primarily concerned with the work which Dr. Selwyn Clarke and his band of helpers was able to carry out in Hong Kong; the former is more concerned with the incidence of disease and the state of public health throughout the Colony during the period under review.

You will no doubt advise whether this report (and possibly also the earlier report already referred to) should be sent to any medical authorities either British or international who would be concerned in such matters. The kind of body I have in mind is the health organisation of the League of Nations, but I do not know whether this is still in being or has been replaced by some corresponding organisation of the U.N.

The report is perhaps of more value than the ordinary annual reports of a Colonial Medical Department and you will no doubt suggest whether it is appropriate for publication as a Colonial Office paper and if it should go to the Colonial Medical Committee.
