17. The salaries, allowances, leave and other terms of engagement of the Chairman, Secretary and all other officers or servants of the Trust, whether permanent or temporary, shall be subject to the approval of the Governor.

19.
(1) The Trust may from time to time issue General Orders in regard to the officers or servants of the Trust and in particular, but without prejudice to the generality of the foregoing, the trustees may from time to time issue General Orders in regard to such officers or ser vants
A
(a) regulating grades, pay, allowances and conditions of service;
(b)
prescribing the manner of dealing with offences against discipline and the punishment of offenders by fine, dismissal or otherwise;
(c) establishing provident funds or providing for and regulating the payment of pensions, gratuities and sick or other benefits to such officers or servants or their dependant s.
(2) All General Orders made by the Trust sha11 be submitted to the Governor and shall be subject to his approval.
(1) The Trust shall keep such books of account as the Financial Secretary of the Government shall require and shall cause to be entered therein a full and sufficient account of all receipts and expenditure and shall submit to the Governor on the 31st December in each year or as soon thereafter as may be, a balance sheet and such other accounts as, and in such form as, the Financial Secretary may from time to time require.
(2) All books of account and other documents of the Trust shall at all reasonable hours be open to inspection by the Financial Secretary or such other officer as the Governor may designate and the officers of the Trust shall give to the Financial Secretary or other officer such explanations or information as may be required.

(3) The Trust shall on the 31st December in each year, or as soon thereafter as may be, submit to the Governor a full and sufficient report of the proceedings and activities of t Trust during the preceding year and shall answer such enquiries as the Governor may make there on. The Trust shall submit to the Governor such other reports as the Governor may from time to time require.
(4) Until such time as an accounting staff shall be established under the control of the Trust all receipts and expenditure by or on behalf of the Trust
