An Ordinance to provide for the improvement and better administration
of the Port of Hong Kong, and for purposes incidental thereto.
Be it enacted by the Governor of Hong Kong with the advice and
consent of the Legislative Council the reof, as follows:
Part 1
Preliminary
1.
(1) This Ordinance may be cited as the Hong Kong Port Trust
Ordinance, 1946.
(2) This Ordinance shall come into operation on such date as the
Governor may by proclamation appoint and diferent dates may be
appointed for different provisions of this Ordinance
(3) This Ordinance is divided into Parts, as follows.

In this Ordinance unless the context or subject matter otherwise
indicates or requires "Appointed day" means the date upon which the
Governor may by proclamation appoint that this Ordinance shall ome
into operation, and if different dates are so appointed the expression
"appointed day" in relation to any provision means the date so
appointed in respect to that provision, "dock" includes all basins, cuts
quays, wharves, warehouses, tramways, railways, and other works and
things erected on or appertaining to any dock, "goods" includes wares
and merchandise and products of the earth of every description, "high
water line" means the line reached by the mean High Water Spring Tides,
"low water line" means the lowest line reached by the level of mean Low
Water Spring Tides, "foreshore" means that part of the shore between
"High water line" and "low water line".
"Master", when used in relation to any vessel, means any person (not
being a Pilot or Harbour Master) having for the time being the command
