I understand from your telegram No.425 of 1st. July

1946, that Mr.Colman accepted an engagement with this Government

for a period of "about 18 months" from 18th March 1946, the date

of his full-time appointment. He has now intimated that he is

prepared to terminate the appointment when he has completed one

year's service and I am satisfied that the activities outlined in

the preceding paragraph will keep him usefully employed for the

remainder of his stay in this Colony.

Mr.Melmoth earned the appreciation of the Port

Administration Inquiry Committee for the abilities with which he

performed the duties of Secretary. He is at present assisting

Mr.Colman in the work outlined in paragraph 3 and as reported to you

5/78/34/46 in my telegram No.1640 of 10th December, I have recently appointed

him to be Administrative Secretary of the War Damange Claims

Commission. He has shown himself able and hardworking and I have

no doubt that full use can be made of his services during the

remainder of his engagement, which is for a period of three years

with effect from 15th February, 1946.
