I agree generally with you, but as regards X, two years strikes me as rather a short time to allow for trial of the arrangements proposed, and I think we might suggest at least three. As regards Y, as far as I can make out, this Port Committee will advise "the Government", and there will still be no Department responsible for all activities including control of the harbour, buildings, etc.. But it would seem that the Harbourmaster is the most appro- priate official to preside over the Committee, and I agree that it seems undesirable to leave the Committee to appoint its own Chairman.
These minor variations do not affect the fact that what is now proposed is substantially in accord with what was put in the Governor's mind in No. 3, and I think you may proceed as proposed without further reference to higher authority. It may be desirable to let the Secretary of State see when we have collected the views of the Admiralty and the Ministry of Transport. It is presumably too late now to ask the Governor, to refrain from laying
egistortime the Report before the Executive Council before we have their views, but by sending him copies of the letters to the two Departments we shall warn him that there may be further suggestions to consider before the recommendations are put into effect.
