Mr. Robertson returned the file to me to consider at your request the alterations you had made to the draft telegram and the new paragraph which you had suggested. In doing this he said that you had asked him to say that we were free to alter the draft before returning it to you.
I have discussed with Mr. Mayle. Subject to one small change of emphasis, we entirely agree with the revise of the first part of paragraph 3 of the draft. We feel, however, that your proposed new para- graph could well be combined with the latter part of paragraph 3 of the original draft and I now submit a new version which does this and also includes some rearrangement of the proposed new passage. Finally, the way in which the whole matter is now to be put to the Governor involves a deletion of all the words following "developments" in the last paragraph of the original draft.
