(2) The draft should be shown, in confidence, to the Committee who should be informed that it is at present tentative.
(3) When the Committee have considered the draft it will then be examined in the Colonial Office who will forward it to Hong Kong with their comments.
(4) The Bill, since it affects shipping must have the approval of the
Secretary of State before introduction.
Certain other points were raised

(a) The number and method of appointment of members of the Trustees This was I think left open but the number of officials suggested was three, and it was proposed that of the rest at least two should be Chinese.
(b) Mr. Colman was to get out an estimate of establishment.
Mr. Colman will discuss certain points with Commander Jolly and Mr. Nicol.
