With reference to our

conversation on the subject of a proposed Directive for the Hongkong Fire Brigade, I regret I am unable to trace our papers. I suggest, however, that since the only policy involved would seem to be a bald statement expressing a desire for the re-constitution of the Fire Brigade along pre-war lines, it hardly seems worth while framing a separate Directive on this subject.
