As far as I know, the policy directives prepared for the Military administration in Hong Kong have not been shown to Sir Mark Young. Inasmuch as they indicate in consolidated form approved Colonial Office policy on the various matters referred to, you may agree that it would be useful for him to have these, although as explained in the draft letter to Sir Mark attached, they have been drawn up on very broad lines.
