We have had a final departmental meeting to revise the Hong Kong Civil Affairs policy directives, and I now submit for approval the ten directives (unbracketed on the list annexed).
Of the remaining four, the Financial directive has already been submitted for the Secretary of State's approval, and the other three are still under consideration on separate files.
The Hong Kong Planning Unit has been in on the di cussions of these directives from the start and, in fact, Bridgadier MacDougall has taken copies with him. When the final set is forwarded to him after approval by the S. of S,
be, the War Office will be asked to draw his particular attention to any amendment which will be pointed out in the covering letter to C.A.1.
The question whether further directives on (a) Public Services and (b) Civil Aviation should be prepared, is under consideration.
A brief note on the directives now submitted for approval is attached, a spare set is aloo
enclosed.
