An Enactment to make provision for the regulation of traffic on roads and of motor vehicles and otherwise with respect to roads and vehicles thereon to make provision for the protec- tion of third parties against risks arising out of the use of motor vehicles and to provide for the co-ordination and control of means of and facilities for transport.

1. (1) This Enactment may be cited as the Road Traffic Enactment 1937 and shall come into operation on such day or days as the High Commissioner may by notification in the Gazette appoint and the High Commissioner may appoint different days for the different purposes and different parts or provisions of this Enactment.

(2) The Enactments set out in the first schedule shall be repealed to the extent specified in the third column of that schedule and such repeal shall take effect on such day or days as to the whole or any parts of such provisions as the High Commissioner may by notification in the Gazette appoint.

2. In this Enactment unless the context otherwise requires Interpretation. the following expressions have the meanings hereby respectively assigned to them that is to say:

"authorised vehicle" means in relation to any carrier's licence issued under Part IV a vehicle authorised to be used thereunder.

"bankruptcy" with its grammatical variations and cognate expressions includes insolvency as the result of which a wage- earner's administration order has been made under the Bankruptcy Enactment.

"carriage of goods" includes the haulage of goods.

"Chief Police Officer" except in sections 16, 22 and 119 includes any police officer not below the rank of Inspector authorised by him in writing to exercise the powers vested by this Enactment in the Chief Police Officer.

'company" includes any company as defined in section 3 of the Companies Enactment any company formed in pursuance of any other Enactment or by Royal Charter or Letters Patent any corporation incorporated by law and any firm or partnership.
