It is the intention of His Majesty's Government as soon
as Civil Administration is resumed to re-create the legislature and
an Executive Council, including representatives of the chief local
communities and interests.

As soon as possible after liberation an Advisory Council
should be formed representative as far as possible of all important
elements in the population of the Colony.
3. Chinese Affairs
Under the old constitution the
Secretary for Chinese
Affairs, by virtue of his ex officio position on both Councils, was
the chief link between the Chinese community and the Government and
the chief adviser to the Government on all matters which concerned
the community. The appointment of such an officer with an adequate
staff of Chinese experts should be effected at an early date.
4. Urban Council

The Urban Council should be reconstituted, at first on an
advisory basis but, as far as possible, in conformity with the
provision of the Urban Council Legislation.
5. Port
The reconstitution of the Port Control organisation is
dealt with in a special Port directive.
6. Relations with Canton
The close practical relationship with the Provincial
authorities at Canton which existed before its occupation by the
Japanese in 1938, should be re-established as soon as possible in agreement with His Majesty's consular representative at Canton,

Immigration is the subject of a separate directive.
There will need to be the closest liaison with the Shipping, Port
