10. Nutrition
It will be the duty of the Director of Medical Services, in
collaboration with the other Departments concerned, to frame a nutritional policy for the Colony. Early consideration should be
given to the question of restricting the importation, for consumption
in the Colony, of highly milled rice.
11.
Quarantine
In view of the very close relations, commercial and otherwise, which exist between Hong Kong, Canton and kacac and the difficulties of taking effective quarantine measures without detrimental effects on commercial and political relationships, efforts should be made to conclude agreements with the Health Authorities in Canton and Macao for the institution of reciprocal measures to prevent the spread of
disease.
12.
Immigration
The Director should co-operate with other Departments concerned in regard to the exclusion from the Colony of undesirable
persons.
13.
Social Welfare
The Director and his staff should play their full part on the Central and Local Welfare Councils which it will be the policy to Bat up in Hong Kong. (See Social Welfare Directive).
