Efforts should be made to secure the recognition
by the Chinese Ministry of Education of the certificate
granted to teachers trained at the College, particularly on
the vernacular side.
.7. A residential hostel to accommodate students
should be provided for the College as soon as possible.
The aim should be that all students should live in the hostel. The cost should be kept to a minimum; if necessary by Government
subsidy.
8. The curriculum at training centres in rural districts
should be recast so as to be closely related to the requirements
of an agricultural community.

9. Vocational Training The facilities for general
training, previously given in the Trade Schools and the Junior Technical School, should be restored. Training should be based on the requirements of the public service and of the industries of the Colony and should, as far as possible, be carried out on the same lines as formerly. The Junior Technical School should aim at the provision of apprentices for engineering works and the building trades. The Government Trade School should function as a technical college as before and be renamed accordingly. The Evening Institute should be revived with commercial and technical classes as required by popular demand.
Hong Kong University The University should be re-
10. organised and re-equipped as an immediate measure, the first priority being given to the Medical and Engineering faculties. The Arts faculty should be reconstituted as soon as possible primarily for the benefit of students for the teaching profession.
11. The policy of awarding scholarships at Hong Kong University to Chinese students in China should be extended.

Expert Survey An expert should be appointed to examine and report on the educational buildings and equipment
