10. Nutrition
It will be the duty of the Director of Medical Services, in
collaboration with the other Departments concerned, to frame a
nutritional policy for the Colony. Early consideration should be
given to the question of restricting the importation, for consumption in the Colony, of highly milled rice, which should flood ly

In view of the very close relations, commercial and otherwise,
which exist between Hong Kong, Canton and Macao and the difficulties
of taking effective quarantine measures without detrimental effects on
commercial and political relationships, efforts should be made to
conclude agreements with the Health Authorities in Canton and Macao
for the institution of reciprocal measures to prevent the spread of
disease.

The Director should co-operate with other Departments
concerned in regard to the exclusion from the Colony of undesirable
persons.
