I am acknowledging herewith two copies each of Hong Kong Civil Affairs Policy directives on 1) Social Welfare 2) Labour Policy 3) Police 4) Prisons.
2. I have no comments to make on the first three but I have taken the liberty of re-editing the Prisons directive because I found a reference to a Colonial Office Memorandum for penal administration in the Social Welfare directive, which obviously ought to have been incorporated our Prisons directive.

I agree that paras. 4 and 5 of the old Prisons directive are unnecessary.
4. I shall appreciate if you will now approve or comment on the enclosed document.
