Dear Mr. MacDougall,
I have been asked o send you the attachel cories of two telegrams (No. 570 from Hong Kong and No.554 to Hong Kong) on the subject of the Estimates. You will see that the former refers to a dentch on the financial position generally and the reasons for not floating a loan until next year. This despatch has not yet been received and without further information it is difficult to press the Treasury to advance money in antidi, ation of a loan being raised. At t e same time the atter is urgent as the Governor proposes to put an Appropriation Bill to the Legislative Council on the 25th July. We feel therefore that we shoul: tke advantage of your presence here on the 24th to discuss FURTHER ACTIONhis whole question. It is hoped however that it my still be possible to find time for the debtor/creditor relations afterw rds. May we expect you therefore at 11 o'clock in Mr. Caine's room on Friday July 26th.
