We have now received the promised
despatch from Hong Kong on the subject of
the estimates. I enclose copies of it and
of the enclosure which was received with it.
Enclosure No.1, which was marked to follow,
has not yet arrived.
We are giving further consideration
to the estimates and the other questions
raised in the despatch and previous
correspondence and hope to write to you
about them very shortly. I enclose copy of
an interim reply which has been sent to the
Governor's despatch.
