This telegram indicates that the deficit is now estimated at £3,910,000. The increase in the deficit from that first estimated is due to several additional items of expenditure now being foreseen and the fact that the revenue estimate is decreased owing to it not now being envisaged that any revenue will be received during the current year in respect of that levied prior to the Japanese occupation under the War Revenue Ordinance. Even the above deficit of £3,910,000 does not take into account the expenditure referred to in paragraph 5 of the telegram amounting to £94,000 which it is intended to charge to Loan Funds, although it will be some- time yet before arrangements can be made for floating the loan.

Obviously there

have to be another U.K. supplementary estimate taken in March 1947 when the financial position in Hong Kong will be clear but, meanwhile, we must warn the Treasury immediately as in draft herewith.

This last telegram makes the proposed action in No. (19) a little bit out-of-date and the file had better be recirculated for a telegram to Hong Kong summarising the more important financial comments in the draft enclosed in No. (10) and suggesting a visit by Mr. Follows as soon as possible.
