With reference to our recent telephone conversation when you mentioned that you thought it might be possible to prepare very rough Estimates for Hong Kong, Estimates for Revenue and Expenditure for 1944, are now attached.

As regards the Expenditure Estimates with the exception of the sum of £10,000 included under Head 3. - - sub-head 9., these estimates relate to annual expenditure which may be expected to be incurred in 1944 provided there is no material change in present circumstances. Np attempt has been made to forecast when the expenditure which is being incurred by various authorities, will be reimbursed from Hong Kong funds. Such matters as the release of prisoners of war and interned officials and resumption of payment of interest and sinking funds on the public debt will materially effect the position.

Many
Hay accounts in respect of expenditure incurred on behalf of the Government Hong Kong have not yet been received and only the preliminary stages have been reached in the work of preparation of the Hong Kong Accounts. As a result the accounts already received have not been subjected to any detailed examination and analysis. These Estimates must therefore be regarded as "guesswork" to a large extent and it may well be that the actual expenditure will be materially different.
