now being completed by the Hong Kong Planning Unit and it seems probably that certain exenditure may have to be incurred before 1st Larch next. It was therefore thought desirable to include in the estimate a token figure of £190,000, but we shall approach you again on the matter when the position is clearer.

In addition we will obtain your sanction for any addtiral heads of expenditure that may be necessary during the year, and will of course continue to obtain your sanction for any new commitments of any magnitude. Se will also bear in mind your request t be consulted on any question of new appointments, and increases of pay.

un the above understanding, and provided the annual account shoving actual revemio and expenditure for 1944-45, is submitted in due course with explanations of the more important variations of actual revenue and expenditure from the amounts shown in the enclosed estimates, we assume that we may arrange without prior reference to you for issues from the Vote of Credit up to £900,000 as required by the Crown Agents for the Colonies from time to time to keep their Hong Kong account in funds.

As regards Head 7.4 there will, of course, have to be further discussions (for which we are not yet ready) before there can be any question of expenditure on that Head.. i.e. apart from minor items of the kind authorised in your letter No. 4. 46110 of 31st bay.
