"To-day is the second anniversary of the occupation of Hong Kong by the Japanese Army. As Chairman of the Chinese Representatives Association, I am going to give a talk for members of the Association as well as the Chinese Advisory Council

"Two years have elapsed, since Hong Kong came under the rule of the Japanese Imperial Army and the present Governor, ISOGAI RENSUKI. During that period great progress has been made in both politics, economy, communications, education and charity. That we are able to live comfortably is entirely due to his efforts. If we examine the governmental measures in the past two years, we shall appreciate that such achievements have not come by chance. It would not be a difficult matter that Hong Kong will henceforth become a model city in the Co- Prosperity Sphere.
"(1) POLITICS
Since the occupation of Hong Kong by the Japanese Imperial Army, many reforms have been made. In the beginning the Authorities had taken drastic measures to mop up the undesirable elements on the island. Then the ward system, the census system and the neighbourhood system were successively introduced. These are the first things. Food rationing has been carried out in adaptation to actual needs. In spite of urgent military 'demands, transportation has been strengthened in order to keep this island supplied with food. The official price of rice is fixed in accordance with the people's economic potentialities, even at the government's expense. This is the second thing. War is often followed by plague. As precautionary measures, the government has introduced such measures compulsory inoculation, vaccination and excrement examination as well as large- scale house-cleansing, thereby reducing the death rate and promoting the health of the people. This is the third thing. To guide the people, various laws have been promulgated and recently a civil law court has been established with a view to protecting people's interests. These are the fourth thing. The above, then are some of the prominent measures taken by the government in the past two years.
"(2) ECONOMY
The economic structure in Hong Kong has become stabilized after two years' readjustment by the authorities After a unitary currency system was introduced, speculators have disappeared from the market. This was followed by the restoration of remittance facilities between Hong Kong and places within the Co-Prosperity Sphere and the Conclusion of agreements for the exchange of materials with various places such as Canton, Shanghai,
