The Director of Education should be empowered to reduce or withhold Grants for inefficiency or other sufficient reason

EDUCATION FUND
Should there be any margin or resideu at the end of the three years' working in any School such monies should be put into a special Education Fund, to be administered by the School Authorities and to be used purely for educational purposes.

Revision.:-
At the end of the second year of each Triennium consideration should be given to the Recurrent Grant for the re xt Triennium, actual Income and Expenditure for the two previous years being taken into account in framing the estimate allowance being made for increase due to Salary Increments.

NON-RECURRENT GRANTS
Non-Recurrent Building Grants should be provided for as in Code 1924, i.e.
--
* A Grant not exceding one-half of the actual cost may be made to build a
New School or to enlarge or repair an existing one."
The Site, Plans, Estimates, Specifications, Title and Trust Deed must be previously approved by the Government.
The Trustees or other Legal Representatives of the School must state by a declaration of Trust to be registered in the Land. Office.

That the premises will be used solely for educational purposes.
That the School will be managed in accordance with the Grant Code in force for the time being.
That if they should hereafter desire to release themselves from the foregoing obligations, they will repay the whole of the Grant.
The Grant is paid on presentation of a Certificate with Balance Sheet attached) by the Trustees or other Legal Representatives of the School, setting forth that the Building and Conveyance are completed and that the money in hand will, when added to the Grant, meet all claims and finally close the account.
New Courses.
Non-Current Grants should be made in respect of Capital Expenditure incurred by the introduction of New Courses approved by the Director of Education.
Emergency Grant.
Should special unforseen circumstances arise which entail considerable unexpected expenditure for any School, it should be free to the School Authorities to apply for an additional non-recurrent Grant to meet the emergency.
