By-Income is meant the amount of Tuition Fees actually received by the School.

Due allowance should be made for a certain percentage of Free Scholars and/or of Scholars at reduced Rates, the sum allotted by the School Authorities to be approved by the Director of Education.

33. It should be the right of Grant Schools to fix the Scale of Fees.

Should Fees charged in any school be considered too low, the Director of Education should, after due consideration of the facts, e.g. the poverty of the district in which the School is situated, the poverty of the publics etc., consult with the School Authorities with a view of fixing, if necessary an equitable minimum.

VIII. RECURRENT GRANTS.

For the purpose of Grant the School Authorities should submit a detailed account of the estimated Fee Income and the estimated Annual Expenditure for the ensuing three years.

The Amount of Recurrent Grant to be paid annually should be in the form of Block Grant fixed in advance for a period of three years.

A Grant of normally two-thirds of Expenditure on Salaries at Scales approved by Government. The Director of Education should, however, have the power to reduce that figure to any figure not less than one-third of the Expenditure on Salaries where the estimated difference between Fee Income and total Expenditure shows that the full Grant is not warranted.

An Attendance Grant of not less than $ 12.00 per annum per pupil on the average attendance of pupils throughout the year.

Rent and/or Depreciation Grant.

In respect of Schools not owned by the School Authorities the approved rent actually paid. In respect of the Schools owned by the School Authorities two-and-half (2) per cent of the Capital Value of the Premises. The Valuation of the School Premises to be made every five years by a Government Valuer Depreciation to be written off during the intervening five years at 5% per annum.

In respect of Premises owned by the School Authorities but built with the assistance of Government Funds, the Grant to be 2% of that fraction of the Capital Value of the Premises which represents the School's investment in its own premises. No Grant should be paid in respect of the fraction of the building erected with Government Funds. The Block Grant (37) and the Rent Grant (39) should be paid half-yearly in advance.

The Attendence Grant (38) should be paid yearly in arrears.

Subject to the observance of the Provisions of the Grant Code, no reduction in the Scale of Grants should be made without at least three years' notice.
