ALTERNATIVE GRANT CODE

Suggested by Grant School Council November, 1939.

The Director of Education should take steps to ensure that the Provisions of the Grant Coue with regard to Age of Pupils, Attendance, Classes, Accommodation, Courses of Study, Examinations, Medical Inspection, Time-Tables, etc., which are not affected by the Present Proposals, be examineu at leisure, where necessary recast, and the whole submitted to the Board of Education before the Publication of the New Code.

I. GENERAL

1. The Payment of Grants should be related to Salaries and to

the Attendance of Pupils.

II. SALARIES

2. The Salaries on which Grants are based should be Minimum

Scales approved by Government; and it should be a condition of Grant that not less than these Minimum Scales be actually paid to all Teachers who uc not form part of the Bouy which runs the School.

3. European Teachers

The Salary of European Teachers should not be less than £ 150 per annum anu not more than £ 600 per annum.

The Salaries of such European Teachers should be fixed on a non-incremental or on an incremental basis by the Authorities of the School employing them. The Salaries (or Initial Salaries with Increments) should be subject to approval by the Director of Education, who should take into consideration all relevant factors, including rent of quarters occupied.

The Definition of " European Teachers" need not be construeu in a strictly geographical sense, but should be held to include Teachers of similar qualifications from Canada, Australia, United States, etc.

Educational Qualifications ( Degrees, Teacher's Diplomas and Certificates, etc.) which are reconised in the country of origin should be recognised also in Hong Kong.

4. Chinese University-trained Teachers

A Chinese University-trained Teacher should be defined as a Graduate in Arts or Science, who has successfully undergone a Course of Professional Training in Education.
