it lies would be to remove all inducement for Superiors of Religious Orders and Congregations to send their subjects to the Hong Kong University or to the Teachers' Training College, since such additional expensive professional training would receive no remuneration whatever. This, we consider, would be most unfortunate.
We suggest the wording:- "The salary of non-European teachers who are members of Religious Orders or Congregations, and who are not graduates of approved universities or of the Teachers' Training College
