in the Code, and we would strongly recommend that the
minimum rate should be $10.00 for all clesses.

Rebuilding grant.
Para. 33. In view of the fact that the
provisions of pera. 23 (11) have been framed expressly on the supposition that Government will provide half
the cost of a new school, and of the additional fact
that (though this was also the supposition in the past) Government did not de facto provide anything approaching this figure in the case of many schools, we consider that the wording of this para, should be altered to the
following:- "A grant of one-half the actual cost shall
be made towards the building of a new school or for
extension

lara. 34. Further, para. 34 (c) should be
altered to read:- "That if they should hereafter desire to release themselves from the foregoing obligations,
they will repay the whole amount of grant, less depreciation at 21% per annum." Government money is contributed towards the building of a school, which
depreciates. It is, therefore, unjust to demand thet
the school authorities, should they wish to leave the Grant Code, pay back for depreciated buildings the whole sum which they cost.
