Mortgages, loan interests, etc.

Under paragraph 23, we urge the addition of

the following paragraph:

" (111)

In respect of schools, whether to be

built in future or already in existence, for which

money borrowed on mortgages has not yet been paid off,

the expenditure may include the whole of the interest

on such mortgages. Provided that Government shall have

the option of taking over these mortgages, should the

rate of interest charged make this advisable."

Paragraph 8 (111) should be altered

correspondingly to read:-

(111) Rent, Depreciation, and/or Interest on

Mortgages.

Expenditure on other charges.

This grant for expenditure on other charges

is the one most likely to destroy the varieties of

practice and personnel in each school, without

necessarily any corresponding gain in efficiency.

We find it difficult to concur with the

suggestion that the elder children cost more in

maintenance than the younger. They are certainly less

destructive than the younger children. In any case

there are classes below Class 8 which should be included
