the schools, they are now prepared to accept the
new Code and do their utmost to work it satisfactorily.
They reserve, however, the right later to
time
work for further revision if, say, in ten years' the development of Grant in Aid education has been brought to a standstill by the operation of the Code.
2. There is one matter of principle which they
would still like to secure, viz., the deletion from
the Code of any differentiation on racial grounds; for
this reason, they would ask for serious consideration
by Government of their alternative paragraph, which
avoided actual discrimination but was so worded as to
leave the Director final authority to prevent any
excessive payment to a teacher whose expenses were
those of an average Chinese home. They would press very strongly for Government acceptance of their
amendment at this point.
Alternatively they would ask for the
following:
(1) That in paragraph 10 the original £150
should be reinserted. (It was lowered to £100 in
our amendment to cover teachers of all nationality,
including Chinese, so as not to put our standard
above that of Government for Chinese teachers).
