The knowledge that the New Grant Code calculates the
Grant on the difference between Income & Expenditure
has already weakened the sense of responsibility in
every Board of Managers. They feel that if the tax-
payers is going to pay they have no need to make efforts
to secure money needed by the School.
In addition they feel that responsibility for the appoint-
ment of Staff has virtually been taken over by the
Director.
They have therefore lost interest considera-
bly in the work of the School.

In my first years here in Hongkong we had vigorous
meetings in which we made decisions. Now almost every

matter ends with a suggested reference by Headmaster
or Correspondent to the Director.
Moreover, Headmasters and Headmistresses now have to give
far too much of their time to correspondence with and
interviews with the Director and his officers. This has
correspondingly reduced the time, energy and imagination
they can give to work in the School itself.
Hongkong is primarily a vigorous commercial community
with many men and women interested in education and
