Dear Walton,
I am very sorry to learn by your letter of the 2nd of January that my cable to Rowell in November about the Codes has evidently not been received. On the 25th June, 1941, the Secretary of state sent to the Governor of Hong Kong, the following telegram No. 606:-
"Your telegram No. 437.
School Grant
and subsidiary Codes enclosed in your despatches 0. 2 and 10. 502 up roved. Despatch Follows.
This telegram was confirmed by despatch No. 78 of 30th of June, 1941. The Secretary of State had no comment to use on the Codes except that he noted that under the Grant Joûe it was proposed to eet fro.. public funds the whole gup between the nonaal expeiture and the fee income of grunt-uided schools. He added that he would be glad to learn to what purpose it was proposed that the voluntury fus hitherto available to meet the difference were to be applied. Your letter is very informative and I call well under- stand the opposition to discrimination being exorcised against the Roman Catholic Religious Orders. We are very intereste to hear of your proposals about timergarten training and of the re-opening of the Trai..ing Colicge. he art very sorry to learn of the hardship mier which Secondary Education is suffering, but hope that it will
