period he spent at Hong Kong University and his subsequent studies at one of the four Chinese Universities named in your memorandum of the 8th February, 1944 and including a signed statement that the standard of proficiency which he reached at that University and the method of his examination by the University Authorities is such as to furnish sufficient guarantee that he possesses the requisite knowledge and skill for the efficient practice of medicine, surgery and midwifery. (See Foreign Office telogram to Embassy No. 852 of the 20th September, 1943).
I am so sorry to trouble you with all this as I think you have really given all the answers in your memorandum of the 8th February, 1944 (sent under cover of the Ambassado.'s despatch No. 187 (1/32 :/44) of the 22nd February, 1944. I think it will be necessary, however, that one should be able to lay before the Committee (whose consideration will be purely formal) a separate complete and signed statement in respect of each candidate.
Will you let me know also whether there are now any more students who have completed their studies and who would be eligible for this Hong Kong Emergency Degree. I notice from your letter to the Secretary of the G.L.C. dated 31st December, 1942 that in addition to the ten candidates already referred to there are two others included in the list of fifth year students.
