Dear Miss Ruston,

I was very pleased to receive your letter of 13th July, which crossed with mine to you of 16th July. Thank you for sending me a draft of the proposed Order in Council for the establishment of an Emergency Committee for the Conferrment of Hong Kong Medical Degrees. The clauses would seem to cover the situation very thoroughly.

I am enclosing, in accordance with your request, separate signed statements regarding each of the 20 students who have completed their medical training in China. Their names are as follows:-
