Would you please see the letter from the General Medical Council of the 23rd July and say whether, as I hope, an addition can be made (? to para. 3) of the Order in Council, draft of which is behind 24/25, providing that for purposes of secti on 11 of the Medical Act, 1886, degrees conferred by the Hong Kong Medical Degrees Eme rgency Committee can be deemed to have been granted in Hong Kong.
If this could be done it would apparently be comparatively easy to solve difficulties B and C referred to in our letter at (21).
If on the other hand this
amendment
cannot be made and candidates who receive degrees und er this emergency scheme cannot for the time being be registered with the G.M.C., would it be possible to enable them to practise in the Straits Settlements? Mr. Hezeltine's suppositi on
in para. 4 of (32) is very right. There is a grave shortage of doctors for Malaya and if we could provide that graduates granted degrees by this Emergency Committee would be eligible for registrati on both in Hong Kong and Malaya, our immediate needs would be met.
