2. The first thing to be done is the final vetting of the draft Order-in-Council and I should be grateful if you could do that at your early convenience in order that we may take the other outstanding action.

I have made some drafting adjustments in the draft Order.

Mr.Hastings discussed the draft with me, but I have not seen these papers before. I do not wish to create unnecessary difficulties now but there is a point which has occurred to me on reading the recent minutes which I feel I should mention.

I gather one of the main objects of the Order is to enable degrees conferred by virtue of these powers to be recognised in this country. Provision for such recognition is made in Section 11 of the Medical Act, 1886. That section requires the Registrar of the G.M.C. to register a person as a Colonial practitioner if he satisfies certain conditions. Some of these are
