Following from Chiefs of Staff.
1. we have examined General Order No. One. The President's reply No. 6 on the question of Hong Kong has been received and is the subject of a separate telegram to you. action is also being taken by the Foreign Office with regard to French Indo-China.

2. We have, however, the following minor points on General Order No. One you should take up with the S. Chiefs of Staff.

Paragraph 2. We assume that Japanese commanders out- lined in paragraph 1 (a) to (f) of the Order will be in- structed to furnish information required direct to the respective Allied Commanders or their representatives. This will save time and ensure against the possibility that the Japanese Imperial General Headquarters may not possess complete details.
4.
Paragraph 4. We note that orders to Japanese submarines to surface, report their position and show a special flag are not included. We presume Admiral Nimitz is dealing with this.
