I have been instructed to esk you to draw the attention of the Chiefs of Staff to Chunring tele- gram No. 80 about the date of the formel surrender at Hong dong.

On general grounds and for the particular reasons connected with our commercial interests la

Seymour arew attention in peragraph of his telegram No. 904, It is o- viously desirable to net in harmony sita Chiang Kai- shek to the maximum extent that is possible without prejuicing ay essential interest in Hong Sony It- self. From this point of view there seuns to be no objection in principle to arranging for the surrender to take place after the main surrender of the Chinese forces ithin China to Chiang Kai-snga.

Nevertheless, there are certain points to hich the Foreign Of los feel bound to draw the attention of the Chiefs of Staff so that the latter may consider hether any safeguraing betion is required.
