Hong Kong.
His Majesty's United Kingdom Ambassador spoke as instructed to Chiang Kai-Shek who declined either to waive his powers or to agree to be represented by a British officer, and stood firm by his previous argumenta (my telegram under reference, paragraph 2).
2. We feel that in the circumstances we should be fully justified in proceeding in accordance with our proposals. But solution we aim at is one which will leave no rancour on either side, We have accordingly instructed Admiral Harcourt to sign not only on behalf of His Majesty's Government in United Kingdom but equally on behalf of Chiang Kai Shek as Commander-in-Chief, China Theatre,
