My immediately preceding telegram.

Your telegram No. 879 had been received just before interview described in my telegram under reference, but had not been studied.

2. As regards paragraph 1 clandestine organisations can possibly find a means of getting a message to Hong Kong through Chinese channel and are investigating: but I cannot see that such a channel would be reliable and particularly in view of possibility (a) of British Army Aid Group entry with first group from China theatre and (b) of British naval entry as in paragraph 2 of your telegram, you may prefer not to authorise use of such a channel.

3. We have discussed question whether, when and how Chinese Government and Americans here should be informed of His Majesty's Government's intentions regarding Hong Kong, American staff here have been frank with us and it would be good policy to reciprocate. Moreover United States Government will in any case have appreciated position following approach described in paragraph 2 of your telegram. It seems essential that the matter be explained at some early stage to General Olmsted since assumption of authority in Hong Kong by British Flag officer must radically affect former's plan. In the circumstances I should like to be authorised to inform General Olmsted in general terms of your paragraph 2 strongly provided (a) General Wedemeyer approves proposal for British Army Aid Group co-operation and (b) use of British naval force is agreed by American Command.

4. I would not however mention present arrangements for conveying instructions to Gimson as (a) General Wedemeyer has been repeatedly assured that British Army Aid Group is not (repeat not)
