12. Your telegram No. 836.

Paragraph 2. Unless message can be relied upon to reach Gimson before either (a) or (b) it would not be worth delivering and would in fact be highly inappropriate if delivered by B.A.A.G. party with (a).

2. Paragraph 3. United States Chiefs of Staff have now agreed to detachment of British naval force from British Pacific Fleet but state that release is viewed by them as being "unrelated to any proposals concerning Hồng Kong".

3. In these circumstances you may now at once inform General Olmsted that we are proceeding with plans for liberation of Hong Kong as stated in paragraph 2 of our telegram No. 879.
