Estimate there are up to 10,000 Japanese in Hong Kong Colony of which 3,000 are in Hong Kong Island. Request I may be informed what arrangements have been made to guard and feed these P.O.W. 's who will become a British responsibility on surrender to British Naval Forces. For Political reasons there is no possibi- lity of these P.0.W.'s being transferred to Chinese Forces or of obtaining any Chinese Force to guard them in view of our insisting that the surrender be made to the British.
