Following are texts of messages 16 and 17
dated 20th August from Japanese Government to General MacArthur.
BEGINS
Message No.16.
From the Japanese Government to the Supreme Commander for the Allied Powers.
Radiogram No.14. The situation in China following the cessation of hostilities is as follows:-
1.
Various military authorities of Chungking and Yenan and troops under their command are rushing unwarrantedly and without any discipline into the areas under Japanese control and separately demanding the Japanese to disarm.
2.
Meanwhile the Japanese troops are exerting their best effort for the protection of the people as well as their own nationals, scarcely succeeding in preventing further aggravation or the confused situation. Although the Japanese forces which have already completely ceased hostilities intend to carry out quickly the demands mentioned in the joint declaration it is deemed necessary to take appropriate measures for the maintenance of order and protection of the general public.
It is requested that the Supreme Commander for the Allied Powers send officials for the purpose of investigating the actual situation in China. Let us add that the above report and request of ours are being made out of our sincere desire to carry out promptly your requirements. Acknowledge please.
