Although
further aggravation of the confused situation. the Japanese forces which have already completely ceased hostilities intend to carry out quickly the demand s mentioned in the joint proclamation, it is deemed necessary to take appropriate measures for the main- tenance of order and protection of the general public.
It is requested that the Supreme Commander for the Allied Powers send officials for the purpose of invest- igating the actual situation in China. Let us add that the above report and request of ours are being made out of our sincere desire to carry out promptly your require- ments.

While the Supreme Commander for the Allied Powers prohibits the flights of all Japanese Imperial Army, Navy and civilian airplanes, the Japanese Armed Forces wish to obtain the understanding that they may be required to use the least necessary amount of unarmed airplanes, marked by attaching red pennants, for various urgent liaison matters in connection with the prosecution of surrender requirements.
