requiro consideration, On the whole my feeling is that, provided no specific mention were made of Hong Kong, the Generalissimo might be disposed to welcome the idea, there is an analogy with the Chinese military mission to S. E. A, Co Headquarters - but I imagine that he would in any case discuss it with General Wedemeyer before giving any reply. It would therefore, in our opinion, be preferable to consult the Americans first, I see no reason to think that General Wedemeyer would object, the more so since the idea of an economic liaison officer came from one of his own staff,

Finally I should say that we are agreed that this matter should be treated as of great urgency; for the sooner the decision has been taken the earlier we shall be able to set the machinery in motion and discover exactly what is required and how best to provide it,
