You will have seen the recent correspondence about General Olmsted's suggestion that a British officer should be appointed for liaison with him on questions arising out of the reoccupation of Chinese territory and more particularly those affecting, British properties in that territory. The most recent paper on the subject is Foreign Office letter No. F 2712/917 10 of the 12th May last covering Chungking despatch No. 425 of the 17th April.
2. I do not know whether this subject falls entirely within your competence so far as the War Office is concerned but, if not, I hope you will guide it into the proper channel.
3. We think that General Olmsted's suggestion is a most useful one and we should like to deal with it in advance of the more ambitious liaison scheme put forward in Chungking telegram Fo. 379 and developed in more detail in Chungking despatch No. 424 of the 17th April. It is a concrete proposal emanating from the American side and we feel it would be advisable to close with it promptly.
4. The Ambassador who is acting in the closest accord with Generals Carton de Wiart and layes, has expressed a wish that the officer selected shall be sent out at the earliest possible moment and we have exchanged telegrams with him about suitable candidates. As a result we should like to put forward three names for consideration:
