Military Government Branch.
The Military Government Branch, directed by Colonel Carl Junge, is chiefly a planning and advisory agency for the Chinese Government. If recommendations being submitted are approved, it may be responsible for the development of a "little Charlottesville," a school for military government, conducted by Americans for Chinese officers who will serve as military governors in territory retaken after Japanese occupation. Chinese officers, who know the country and people better than foreigners, are better fitted to handle the problem of civilian rehabilitation in a situation of this kind.
Another operation performed by the Military Government Branch is, in connexion with Chinese intelligence agencies, to establish plans for the invasion of enemy-held port areas in China. In one series of studies all available techni cians having knowledge of four important east China coastal cities were assembled and detailed programmes covering all phases of a potential landing and occupation of the cities in question were prepared. These are ready for use when needed.
