Your telegram No. 679 [of July 10th: appointment of Economic Liaison Officer at Chungking.]
We are doing what we can to expedite the formalities in connexion with the appointment (probably of Mr. Ogilvie) as Economic Liaison Officer.
2. In the meantime, and in connexion with the scheme suggested in your telegram No. 379, we should be glad if, provided you see no objection, you would approach General Olmsted on the following lines.
3. We are actively considering what assistance can be given from British sources in the tasks which will arise when Shanghai and other ports now in Japanese hands are liberated, and in particular what arrangements can be made for the care and disposal of the many thousands of British internees and for the safeguarding of our extensive rights and properties. Our interests overlap with those of the Americans and it would help us to formulate our plans, and also avoid possible duplication, if we could have some idea of what the Americans have in mind for the safeguarding of their own nationals and interests when liberation takes place, and whether they have reached the stage of seeking Chinese approval for their plans.
